When scientists learn things they publish it in research journals. Anyone can read these and learn about different drugs.
If I wanted to use a drug in my research and no-one else had used it in the same way before then I would design a trial and error experiment. I’d just add the drug in different concentrations to my cells and then watch them to see if there was an effect. Once I know what concentration of drug works I can do more complex experiments to work out what exactly is going on inside the cell.
